There have always been renegades in the New York Necropolis, but during the last twenty years, things have changed. The sheer numbers of renegades have more than doubled, and the incidents of violence has also increased. Many attribute this to the Governor's harsh rule, while others conclude it is a sign of the times.

 There are numerous camps of renegades, but only two are powerfull enough to be considered a serious threat. These two are; The John Collins gang, and the Luciano Mob. These two camps are a constant thorn in the side of the Hierarchy, and are on the Governor's Most Wanted list.

 The John Collins gang are led by a renegade Idealist. He and his rag tag gang often ambush thrall trains and Artificer's soulforges, in the hope of freeing those too weak to free themselves. John Collins has recently been more active than he's ever been, and has gained more support in the renegade community.

 The Luciano Mob is run by the mobster of old, Lucky Luciano. This gang runs mostly illegal slave markets, weapons, and oboli production. They are actively sought by the Hierarchy Inspectors, who unfortunately can never find Luciano. Recently, Luciano has made a deal with another renegade camp, what will come of this is anyone's guess.
