History: After his death in 1962, Luciano was shocked to find himself in the Shadowlands. He saw this as an opportunity to continue his work. He quickly attracted others to his cause and began to found his own "family" once again.
 Luciano's first move was establishing himself in the soul trade. He quickly pushed others out of this business, and secured his place as the only soul trader in the Necropolis. The Hierarchy began to move against him, though this did not work as his enemies began disappearing.

 Luciano knew he couldn't hold them off forever so he began to lessen his hold on the trade. Others moved in and the heat on him moved elsewhere.
 Once the heat was off, he moved again, and began extorting the others for protection money. The others could do nothing, but pay him off. Thus the Luciano fortune began to grow. Now Luciano is the top subversive in the Necropolis, and he is on the Governor's Most Wanted list.
