Hierarchy Structure
First off each Legion is divided into Civilian,and Military Cohorts. These cohorts are given numbers based upon their Legion and placement.

Cohorts generally have between five and ten legionaires, with the military units haveing the most members. Each member of the Legions are given a weapon( gladius diff 6 dmg str+3)and a rank. Those who make it to Centurion are given a Mask. Most of the Cohorts are made up of only Legionnaires from their given Legions, but there are those that are partisan. Those that are generally fall under the jurisdiction of the Legion of the centurion.
The Necropolis is ruled by a council of Anacerons, and an appointed Governor. The Council is made of eights seats, each filled by the Anaceron of that Legion. The Governor is appointed by the council with a majority vote. When a Governor is elected he loses his Anaceron status and is replaced on the council.
Powers of the Council.
The Council makes most of the day to day decisions for the city.
They meet(which is called a Convention) twice a month(more if an emergency
requires.)and all Hierarchy citizens are invited to attend. The Council
each has offices in their Legion Halls, and in the Citadel. The Council
also appoints magistrates for all criminal cases. They also have the power
to overule the judgement of any Magistrate. Each councilman has the power
to call an emergency Convention.
The Powers of the Governor.
The Governor is Overlord of all military and police forces. He may
change their structure, armoury, and declare states of Emergency, and Martial
Law. He also may veto any magistrate appointment with just cause. The Governor
is also the tie-breaker vote for all council votes if necessary. The Governor
also is responsible for sentencing all those found guilty by a magistrate.
His offices are located in the Citadel.
The Powers of a Magistrate.
The magistrate is responsible for hearing all criminal and civil
cases. He hears the arguements from each side then passes a judgement.
He does not sentence, although he can make recomendations for such. The
Magistrate position is generally held for "life". Although if
one is overuled too much by the Council, the person is usually asked to
step down.
Laws of the Dead.
In the New York Necropolis the laws are very different than any
other Necropolis. This is due to the large wraith population, and the very
size of the city. Of course the Dictum Mortem is followed(as far as most
people know)and there are also the laws instituted just recently. The Governor
of New York, Deter, has instituted Martial Law. This means there are; curfews(military
patrols are exempt from all curfews), surprise inspections, longer patrols,
and inspection of all who wish to enter or leave the city.
The Policement of the Dead.
Each legion specifies two Cohorts(one civilian, one military) as
police. These cohorts are all given masks, and sworn in by the Governor.
They are then given a patrol area, in which they have jursidiction.
Entertainment for the Dead.
It is easy to become bored with the tedium of hierarchy life. The
New York Necropolis has a park, and theater. You can usually find a Sandman
or two in the theater putting on dreamplays, and in the park there are
usually Chaunters plying their trade. Also New York is the cultural center
of the world, as such many wraiths go to Broadway Plays. There is plenty
to do in New York when you no longer have to pay for an admission ticket;
Madison Square Garden hosts sporting events, concerts, and comedians. Luckily
for the citizens of the Necropolis, these events are excluded from the
Dictum Mortem so that they may attend them.
Trade and commerce.
There is an area of the necropolis called market Square. Here all
sorts of merchants sell their wares to those who can afford them. Artificers,
Masquers, Oracles, all those proficient in the arcanos can be found here
Also near the Market Square is Red Lantern ave. here you can find several Pardoners who will be glad
to ease your angst, for the right price of course. For the darker side
of life, there are plenty of sex shows and shops in New York. Here a wraith
may find what he may have lacked in life. This is also an area where you
may find a Puppeteer for hire.
