History:�Hopper was once a cop in the NYPD, and was looking forward to retiring. On the night of his retirement party, he had far too much to drink and was in a fatal car accident on the way home. He gladly became a legionnaire, and he sees the renegades as nothing more than "dead perps". Hopper has the record of the most arrests in the Necropolis. He is very proud of this and often mentions it. He is often consulted for information concerning the renegades. He agrees with Deters hatred for the renegades, but generally isa neutral player in the Necropolis politics.

Role-playing notes: Hopper is truly an enigmatic man. He has strong opinions on the renegades, yet on all other issues, he plays it cool. He can be boastful, and he can be your best friend. Hopper likes to talk about the old patrol, and speaks fondly of his legionnaire days. He has only one sore spot, and that is the bad blood between he and his son.
